$14.8m Refinery Funds: EFCC Declares Timipre Sylva Wanted Over Alleged Diversion

The Economic and Financial Crimes Commission (EFCC) has declared former Minister of Petroleum Resources and ex-Governor of Bayelsa State, Timipre Sylva, wanted over an alleged case of conspiracy and dishonest conversion of $14,859,257 belonging to the Nigerian Content Development and Monitoring Board (NCDMB).

According to the EFCC, the funds were part of NCDMB’s investment in Atlantic International Refinery and Petrochemical Limited, earmarked for the construction of a modular refinery. 

Investigators allege the money was diverted under questionable circumstances.

A Federal High Court in Lagos on November 6, 2025 granted a warrant for Sylva’s arrest. 

The order, issued by Justice D.I. Dipeolu, authorises the EFCC, the Police, or any law enforcement agency to apprehend the former minister and bring him before the Commission to respond to the allegations.

The EFCC has urged the public to provide any credible information on Sylva’s whereabouts and to report to the nearest EFCC office, police station, or relevant security agency.
